Strategy for Information Society Development in Russia

The Directorate of ICT Use and Development completes the following lines of activity:

  • Exploring the socio-economic, political and technology aspects of information society and knowledge economy origination and development
  • Disseminating knowledge about the information society potential, its opportunities and threats
  • Elaborating, implementing and evaluating the projects focused on using ICT for development
  • Facilitating collaboration with a wide range of relevant domestic and international organizations
  • Developing, testing and implementing ICT into the various spheres of human life, including the information systems projects
  • Providing the information and technical support for the work of the Institute
  • Consulting services on topics of ICT use in various spheres of human activity

Directorate represents the Institute is in the consortium "Russian National Host» (RNH), which is part of an international association of national hosts «National Hosts Forum», the creation of which was initiated in 1997 by the General Directorate of DG-XIII of the European Commission to coordinate work and increase the competitiveness of European telecommunications technologies and European telecom operators in the market of high-speed communications. As a part of the consortium RNH Institute facilitate cooperation of RNH participants with the legislative and executive bodies at the federal and regional levels, dissemination of information on the activities of RNH.

The Directorate implemented the following projects:

  • Developing the systems-based project for the Moscow Citywide information system – 1997-1998 (management)
  • Infocity Moscow Project – 1998 (initiating) 2003-2006 (participating in implementation as part of E-Moscow program)
  • Network Integration of Electronic Information Resources of the Leading Russian Libraries and Information Centers (LibWeb Project) 1998-2003 (management)
  • Creating the legal information system: Database of Court Files for Russian Defense Lawyers and Human Rights Activists – 1999 (participation)
  • Participating in developing the strategic approach to increasing the effectiveness of information sharing and communication between the state and the society (e-government concept) – 2001 (participation)
  • Developing the strategic approach to increasing the effectiveness of information sharing and communication between the state and the society (e-government concept) – 2001 (participation)
  • Developing the Systems Project Metasystem "e-Moscow 2003-2007" – 2001-2002 (participation)
  • Creating the Network of the Russian Federation Regional Development Gateways as part of the program event "Russia Development Gateway" of the Federal Program eRussia – 2002 (participation)
  • Developing the Concept of Facilitating the International Collaboration and External Economic Relations in the ICT sphere, including the Process of Russia’s joining to the WTO – 2002 (participation)
  • Implementing the “Russian Trade Policy Project” in the interest of the Russian Ministry of economic development and trade, which is focused on the economic reforms in Russia in light of the WTO ascension strategy – 2002 (participation jointly with Adam Smith Institute, Great Britain)
  • Developing the systems project Metasystems “e-Moscow” – 2004 (participation)
  • Scientific and methodical support of implementing Concept of Regional Informatization - 2006
  • Developing the Information and Reference System for Supporting the All-Russia Attestation Commission (VAK) of the Russian Federation Ministry of Education - 2008
  • Developing the Standardized Program for Implementing the Modern ICTs in the Public Authorities as part of the e-Government Program - 2008
  • Developing proposals on Improvement, Optimization and Unification of Structure and Content of Indexes in Forms of Federal Statistical Monitoring in the sphere of Communications - 2009
  • Analyzing of Main Trends in ICT Development for the period till 2030 - 2009
  • Developing of program of ICT implementation in the Ministry of Culture of the Russian Federation - 2009
