The main goal of the Directorate of Legal Programs is drafting the legislation and other regulatory documents that foster development of the Information Society in Russia. This work is accomplished both independently and in cooperation with different legal entities and individuals, including the Russian Federation State Duma (Parliament), Moscow City Duma as well as other offices of the state government at the federal, regional and municipal levels. All the relevant aspects and issues are thoroughly analyzed; these include the right for information, development of the information infrastructure, telecommunications, information technologies, information services, international information exchange, information security, and other topics.
The Directorate of Legal Programs jointly with other IIS directorates organized the following events:

- Seminar "Tender Procedures in Realizing the Federal Programs in the Sphere of Informatization" (Moscow, State University Higher School of Economics, December 21, 2001)
- International Conference "UNESCO between Two Phases of the World Summit on the Information Society" (Saint Petersburg, May 17-19, 2005)
- Roundtable "Who Governs Russian Internet and How?" within the framework of Infocom 2005 (Moscow, Crocus Expo, September 29, 2005)
