Head of Directorate - Michael V. Yakushev

The main goal of the Directorate of Legal Programs is drafting the legislation and other regulatory documents that foster development of the Information Society in Russia. This work is accomplished both independently and in cooperation with different legal entities and individuals, including the Russian Federation State Duma (Parliament), Moscow City Duma as well as other offices of the state government at the federal, regional and municipal levels. All the relevant aspects and issues are thoroughly analyzed; these include the right for information, development of the information infrastructure, telecommunications, information technologies, information services, international information exchange, information security, and other topics.

• Comparative analysis of the legislative acts regulating the processes of developing and utilizing the information resources in the Russian Federation. – 2000 (management)
• Organizational support for the work of Moscow City Duma Public Expert Council on the Information Society Development (previously entitled Public Expert Council of the Moscow City Duma on "Information, Informatization, Telecommunications, and Television"). 1998-2006 (management)
• Drafting the law "About Information Resources and Informatization in Moscow", 1998-2000 (management)
• Drafting the law "About Guarantees of Information Availability regarding the Work of Moscow Municipal Governmental Authorities" 2000-2003 (management)
• Legislative initiative of the Moscow City Duma to adopt changes to the federal legislation in order to counter the mass electronic mailings of spam 2004 (participation).
• Drafting the model law “About the Internet” – 2008 (participation)
