Sergey Shaposhnik

Positions held - Head of IIS Directorate of Directorate of Monitoring Information Society Development, Deputy Head of PRIOR Directorate.

Education: Sergey Shaposhnik graduated from the Moscow Engineering and Physics Institute, Department of Cybernetics. He also completed graduate studies of the Vavilov Institute for the History of Science and Technology of the Russian Academy of Sciences in the section “History of Science and Logic”.

Professional Positions Held: Mr. Shaposhnik worked at the Vavilov Institute for the History of Science and Technology of the Russian Academy of Sciences as a scientist, pro tem Head of the Section of Systems Analysis of Science Development, team leader of the science-metrics research, Head of the Center of Computer Telecommunications. He also served as a Director of Scientific Programs at the independent analytical Center of Science Analysis.

Working Experience: Sergey Shaposhnik conducted research in the fields of history of science and history of physics. He headed over ten projects completed by the request of the Ministry of Science of the Russian Federation, which were dedicated to the analysis of the state of science and its informational environment, and international scientific collaboration. He supervised a number of research projects sponsored by the grants from the Russian Foundation for Basic Research and Russian Humanitarian Scientific Foundation and focusing on studying the ICT influence upon the development of the informational environment of the Russian science and on the professional activity of the Russian scientists. Mr. Shaposhnik participated in developing the Concept of Moscow’s Advancement towards the Information Society and Comprehensive Program of Moscow’s Advancement to the Information Society (“e-Moscow”).

He is one of the authors of the Russia e-Readiness Assessment analytical report, which was prepared as part of the first stage of the Russia Development Gateway in 2001. He also headed the project “Russia e-Readiness Assessment”, which was supported by the World Bank; the resulting report entitled “Russia’s e-Readiness Assessment. Analysis of Major Trends and Factors of the Electronic Development” was published in Russian and English in 2004.

He is an author of over 35 research works published in the Russian and foreign journals.

Mr. Shaposhnik currently serves as an Expert Council member of the Russian e-Development Partnership (PRIOR).
