Dr. Elizarov was born in 1954. In 1976 he graduated summa cum laude Kazan State University (KSU) with a specialization in "Mathematics", and in 1980 completed postgraduate studies at the Chair of Mathematical Analysis of KSU and defended a thesis in "Mathematical Analysis". Has been working at KSU since 1976, where he made a career from assistant to professor. Since 1994 he has been a Director of the N.G. Chebotarev Research Institute of Mathematics and Mechanics of KSU, since 1999 has also been Head за the Department of Mathematical Modelling. He is also Professor of the Chair of Informatics of the Information-Library faculty of the Kazan State Institute of Culture.  

Ph.D. in Pure Mathematics (1980), senior research associate (1982), associate professor (1984), Doctor of Physics and Mathematics with a specialization in "Mechanics of Liquids, Gases and Plasmas" (1991), professor (1996).

Honoured Worker of Science of the Republic of Tatarstan (2004). Honourable Worker of the High School (2007).

Dr. Elizarov has been involved in educational and research service for 32 years.

His area of expertise is mathematical modelling, mathematics, mechanics and information technologies. He was brought up by Kazan scientific school of boundary value problems, which was established by KSU professors G. Tumashev and M. Nuzhin.

Among his publications there are 5 monographs, 2 multi-author books in the series "The Results of Science and Technology" of the All-Russian Institute of Scientific and Technical Information (1987 and 1989), 3 multi-author books, 3 survey works, more than 130 scientific works, over 60 theses of reports, schoolbook with ministry label, 4 procedure manuals.

Dr. Elizarov won 3 first prizes of KSU at contests for the best scientific work (1985, 1990, 1995), the second prize of KSU in the contest for the best scientific work (1987), the Khamid Mushtari Award of the Tatarstan Academy of Sciences for the best scientific work in mathematics (1998).

He was a guest speaker with plenary and sectional reports at a number of international and all-Russian conferences. Acted as one of main organizers of a number of international and all-Russian conferences, and also youth school-conferences within the framework of the Lobachevskiy Mathematical Center project.

He is a member of the Board of Academics of the KSU Department of Mechanics and Mathematics, 2 doctoral specialized councils (in "Mathematical Modelling" at KSU and Kasan State Technichal University n.a. A.N. Tupolev). He is the deputy chief editor of an international mathematical e-journal "Lobatchevskii Journal of Mathematics", member of editorial boards of "E-Libraries" and "Information Society" journals. He is a member of American Mathematical Society (AMS), German Association of Mathematicians and Mechanics (GAMM) and International Society for Industrial and Applied Mathematics (SIAM). 

Dr. Elizarov supervised projects of the Soros Foundation "Creation and Support of the Internet Center at KSU" (1998-2001). From 1997 till 2005 he supervised the "Creation of Lobachevskiy Mathematical Center on Carrying Out All-Russian Youth Scientific Schools and Conferences" project, which was implemented within the framework of the federal target program "State Support of Higher Education and Basic Research Integration in 1997-2000 and 2001-2006".

He initiated publication of the "Lobachevskiy Mathematical Center Works" (36 volumes have been published by now), he is the science editor for quite a number of them. In 1995-2001 he was head of project on creation of the Volga fragment of data transmission network for science and education, which was implemented within the framework of the relevant federal target program. As a result of this project’s implementation, the Civil Telecommunication Network of the Republic of Tatarstan was created.

In 2003 he was included in the editorial board of the Official Server of the Republic of Tatarstan by decree of the President of the Republic of Tatarstan.
