Strategy for Information Society Development in Russia
Yuri E. Hohlov

Positions held - Chairman of the Board of Directors, Head of the IIS Directorate of Regional Programs.

Yuri Hohlov graduated from the Mechanics and Mathematics Department of Kazan State University in 1976. The early part of his career included work with Kazan State University, Donetsk State University, the Mittag-Leffler Institute of the Swedish Academy of Sciences and the Royal Institute of Technology in Stockholm, V.A. Steklov Mathematics Institute of the Russian Academy of Sciences, and M.V. Keldysh Institute of Applied Mathematics of the Russian Academy of Sciences.

Between 1982 and 1988, Dr. Hohlov headed the team of specialists creating the programs modeling the exploration processes of large gas reserves in Western Siberia. In the early 90s, he became one of the founders of the Russian Foundation for Basic Research; in 1993-95 he headed the development of the Foundation’s information system, which is also utilized by the Russian Humanitarian Scientific Foundation.

In 1994-95 Dr. Hohlov took active part in creation and implementation of the multilateral program “Scientific Network of Computer Telecommunications for Science and Higher Education” (Ministry of Science, Ministry of Education, Russian Academy of Sciences, and Russian Foundation for Fundamental Research.) In 1996-97 the program of employing the information technologies in the Russian State Library was developed under the guidance of Mr. Hohlov, the Deputy Director. The European Commission’s TACIS Program provided funding for implementing this program. In 1999-2000 Dr. Hohlov served as part of the team of developers of the electronic library program for ten Russian ministries and governmental agencies.

In 1996 Dr. Hohlov started working closely with the issues of Information Society development. He served as a Advisory Board member of the infoDev Program of the World Bank “Developing the National Dialogue on Russian Telecommunications Policy” (1997). Along with a number of leading specialists in the fields of telecommunications, informatics, information policy, library science, high-tech computing and education, he created the Institute of the Information Society in 1998; this was the pioneer independent research and service organization in Russia professionally working on the Information Society problems. In September 2004 Dr. Hohlov was reelected for the third term as a Chairman of the Institute’s Board of Directors.

In 1999-2001 Dr. Hohlov presided over the Information Technology Section of the International Federation of Library Associations and Institutions (IFLA). He has served as a member of the International Jury of the “Global Bangemann Challenge” program (1999) and “Stockholm Challenge” program (2000 - present), member of the Advisory Board of the European Project DELOS Network of Excellence for Digital Libraries, member of the Presidium of the Europe and Central Asia Virtual University, and Chairman of the Expert Council of the Russian e-Development Partnership. He chaired the Expert Council of the Ministry of Economic Development of the Russian Federation on the regional competitions of the Federal Program “Electronic Russia (2002-2010)” and acted as a deputy head of the selection committee of the “Best Region in the ICT field” contest by the Ministry of Economic Development and Trade.

Since September 2000, Dr. Hohlov actively participates in implementing Russia Development Gateway serving as a technological coordinator of the project.

He took part in preparing the Concept of Forming the Information Society in Russia in 1999-2000.

Between April 1998 and December 2001, Yuri Hohlov chaired the Public Expert Council of the Moscow City Duma on “Information, Informatization, Telecommunications, and Television”. Starting in April 2002 and until present time, he heads the Moscow City Duma Public Expert Council on the Information Society Development.

In 2000-2001 Dr. Hohlov initiated the development of the Concept of Moscow’s Advancement towards the Information Society, which was approved by the Mayor of Moscow in July 2001.

According to a request by the Moscow City Duma and Moscow Government, the Moscow municipal law entitled “About Information Resources and Informatization of Moscow” was drafted by the Institute jointly with the Public Expert Council of the Moscow City Duma on “Information, Informatization, Telecommunication, and Television” in 2000-2001. This legislation was developed by Mr. Hohlov’s initiative and with his active participation. The law was adopted by the Moscow City Duma on October 24, 2001 (¹ 52).

In 2000 Dr. Hohlov headed the development of the methodological framework of integrating Moscow’s information systems; this work was completed according to a request by the Department of Economic Policy and Development and Moscow Committee on Science and Technologies.

In 2001, according to a request by Moscow Committee on Science and Technologies and under the supervision of Dr. Hohlov, the legislative framework was proposed for the work of the Moscow’s Electronic Trade System “Mostorgi” in terms of purchasing (sales) of products and services for the state. In 2001-2002, according to a request by Department of Economic Policy and Development and Department of Science and Industrial Policy, under the supervision of Dr. Hohlov, the proposal was developed for the Comprehensive Program of Moscow’s Advancement towards the Information Society (e-Moscow). He currently acts as a First Deputy of the Chief Architect of the Program.

In 2000 Dr. Hohlov became a Corresponding Member of the Russian Engineering Academy, and in 2004 he was elected an Academician in the “Information Systems, Computing and Electronics, and Telecommunications” section.

In 2002-2005 Dr. Hohlov was a coordinator of the UN Information and Communication Technologies Task Force Regional Network for Europe and Central Asia (UN ICT TF EuCAs).

Dr. Hohlov is currently the Chairman of the Expert Council and a member of the Russian e-Development Partnership (PRIOR) Supervisory Board.
