On July 25, 2007 the Kremlin hosted the meeting of the Security Council of RF under the chairmanship of the President of RF, during which the draft Strategy of the Information Society Development in the Russian Federation  was discussed.

In his opening speech Vladimir Putin noted that the development of the information society is a systemic and long-term objective, and its solution combines a number of problems: from development of competitiveness in economics to consolidation of country’s defensive capacity. According to the Head of State we must act so that all activities scheduled within the framework of the event have not only well and thoroughly considered but also on a surpassing basis. The President expressed the belief that Russia now has all opportunities to become one of the leading countries of the global information society by 2015 but achievement of this goal requires well-coordinated work of state authorities, business representatives and civil society.

Leonid Reiman, Minister of Information Technologies and Communications of the Russian Federation, made a report on "The Strategy of the Information Society Development in the Russian Federation". He emphasized that the main result of the Strategy’s realization will be actual improvement of the quality of life of the population, forming an open society and creation of conditions for further development of democratic processes in our country. By 2015 Russia should become one of leading countries by the index of availability of information and telecommunication infrastructure for citizens and organizations.

On the outcome of the meeting the Security Council of RF approved the Strategy of the Information Society Development in the Russian Federation.

President of RF considered it appropriate to establish a Committee on Information Society Development under the Presidium of Council on Science, Technology and Education. He gave a commission to prepare the resolution on its personal structure and work trends by 1 October 2007.

Hohlov took part in all public discussions of the draft Strategy, which took place in Dubna , Moscow Region, on 21 June 2006, in Samara on 30 June 2006, in Rostov-on-Don on 6 July 2006, in Irkutsk on 21 September 2006, in Khanty-Mansiysk on 28-29 September 2006, and in Kaliningrad on 15 November 2006.
