Strategy for Information Society Development in Russia
IIS representative participated in public discussion of the draft Strategy for Information Society Development in Russia held in Khanty-Mansiysk

On 28-29 September 2006 Khanty-Mansiysk held a conference "Strategy of Information Society Development in Russia" and All-Russian Internet Marathon "RIF-Yugra" organized by the Security Council of RF, Office of Plenipotentiary Representative of the President of RF in Ural Federal District, Ministry of Information Technologies and Communications of trhe RF, Regional Center of Internet Technologies (ROCIT), Government of Khanty-Mansi Autonomous Area - Yugra, and Committee on Information Resources of the Administration of Yugra Governor.

Ministry of Industry and Energy of RF, Federal Agency on Information Technologies and Federal Education Agency provided support to the event.

Representatives of Chamber of Commerce and Industry of RF, ROCIT administration, Institute of the Information Society and other organizations participated in organization of the event.

Over 200 participants from North-Western, Siberian, Ural and Central federal districts took part in the conference; among them there were representatives of governmental institutions, research and education community, business and civil society institutions.

The conference was opened by welcoming addresses to the participants, which were sent by P. Latyshev, Plenipotentiary Representative of the President of RF in Ural Federal District; M. Seslavinsky, Head of Federal Agency on Press and Mass Communications, and V. Matyukhin, Head of Federal Agency on Information Technologies.

The conference was attended by A. Philipenko, Governor, Head of the Government of Khanty-Mansi Autonomous Area - Yugra, and O. Goncharov, Deputy Head of the Government of Yugra on information Policy.

The conference participants led an open discussion of the draft Strategy of the Information Society Development in Russia.

Among the speakers at the conference there were:

  • Anatoly Streltsov, Head of Department of Information and IT Security of the Office of Security Council of RF, who made a report on Draft Strategy of the Information Society Development"
  • Oleg Byakhov, Director of the Department of the Information Society Development Strategy at the Ministry of IT and Communications of RF, with a report on Information Society Development: Global Tedencies and Strategies for Russia
  • Natalia Maslova, Chairman of Committee on Information Resources in the Administration of the Governor of Yugra, with a report on Internet Resources of Public Authorities of the Khanty-Mansi Autonomous Area - Yugra: State of Affairs and Outlooks
  • Yuri Hohlov, Chairman of the Board of Institute of the Information Society, with a presentation on Ural Federal District E-Readiness (text in Russian). 

The participants to the Conference adopted a decision to approve the draft Strategy of the Information Society Development in Russia as an accomplished document, and suggested that during the following stages of the document coordination and approval major attention should be paid to the issues of developing economic, organizational and motivational mechanisms for the strategy implementation on the basis of balanced cooperation of public authorities, municipalities, business community, and civil society.

The participants approved and emphasized the provision of the draft strategy that brings individual to the heart of initiatives on the Information Society development and stressed the necessity to shift accents from developing technological infrastructure to the needs for developing content and services, spiritual development of society and improving the quality of living by taking advantage of the information and communication technologies.
