Strategy for Information Society Development in Russia
IIS supported the draft Strategy of the Information Society Development in the Russian Federation

On 21 June 2006 Dubna town (Moscow region) held a public discussion of the draft Strategy of the Information Society Development in the Russian Federation. The event was conducted by Anton Fedorov, deputy plenipotentiary representative of the President of RF in Central Federal District.

The meeting was attended by delegations of all 18 subjects of the Russian Federation within the Central Federal District.

Vladislav Sherstiuk, Assistant to the Secretary of Security Council of the Russian Federation, made a report On the Draft Strategy of the Information Society Development in Russia, followed by report On the Draft Strategy of the Information Society Development in RF by Oleg Byakhov, Head of Department, Russian Ministry of Information Technologies and Communications, and report on Russia's and Russian Regions' E-Readiness by Yuri Hohlov, Chairman of the Board, Institute of the Information Society.

Public discussion resulted in adoption of resolution supporting the draft strategy of IS development in Russia. The participants recommended to introduce in the draft strategy the amendments voiced during the discussion and pass them to the Security Council of the Russian Federation.

The draft Strategy of the Information Society Development in the Russian Federation was elaborated throughout the year 2005 by an interdepartmental work group with participation of representatives from the office of Security Council of the Russian Federation, Russian Ministry of Information Technologies and Communications, Russian Federal Agency on Information Technologies and other interested federal executive authorities with support of the Center of the Information Society Development and Institute of the Information Society. The Project aimed at implementing the main provisions of the Okinawa Charter, as well as outcome documents of the World Summit on the Information Society (2003-2005, Geneva, Tunis) - Declaration of Principles, Plan of Action, Tunis Agenda, Tunis Commitment, and others.

According to the order of the President of RF Vladimir Putin the draft Strategy was discussed publicly, and was published on web sites of the following organizations: Ministry of Information Technologies and Communications of the Russian Federation and Security Council of the Russian Federation. The latter organized a forum for public discussion of the Strategy.

Open discussion of the Strategy will be continued at meetings organized by plenipotentiary representatives of the President of RF in all federal districts. On 30 June such event is planned to be held in Samara (Privolzhskij Federal Region), on 6 July - in Rostov-on-Don (Southern Federal District).
