Strategy for Information Society Development in Russia
IIS representative participated in the round table "ICT and Regional Development: Strategic Factor or a Tool" held within the framework of 4th Baikal Economic Forum

On 21 September 2006 Minister of Information Technologies and Communications of the Russian Federation Leonid Reiman opened the round table “ICT and Regional Development: Strategic Factor or a Tool", that was held in Irkutsk within the framework of the 4th Baikal Economic Forum.

Participants to the round table discussed the draft Strategy of the Information Society Development in Russia. In his welcome address Mr. Reiman noted that the necessity to develop a national strategy was emphasized in the final documents of the Tunis Phase of the World Summit on the Information Society.

A draft strategy was developed and forwarded for public discussion by the Office of the Security Council of the Russian Federation against the order of RF President Vladimir Putin. Anatoly Streltsov, Director of the Information Security Department of the Security Council Office, made a report on the draft strategy.

Yuri Hohlov, Chairman of IIS Board and academician of the Russian Engineering Academy, made a report on E-Readiness of Regions within the Siberian Federal District, providing state-of-the-art on 70 indicators of e-development and ICT application in the main spheres of region activity - public administration, business, culture, healthcare and by households/individuals.

The discussion was attended by governmental officials, representatives of research and education community and IT business of Siberia and Far East. The round table was chaired by R. Grinberg, correspondent member of the Russian Academy of Sciences and Director of the Economic Institute of RAS.

Participants to the round table approved recommendations on the draft strategy amendment suggested by RAS academician Yuri Ershov, Chairman of ICT Expert Board under Plenipotentiary Representative of the President of RF in Siberian Federal District.

In particular, the round table recommended including in the strategy provisions related to Knowledge Economy.

It was stressed that the strategy should clearly set out the role of the Information Society in Russia's sustainable development and increasing potential of its population.

The round table stressed urgency of open standards development and necessity to bring the Strategy in balance with the new edition of the eRussia federal target program and the Concept of Regional Informatization until the year 2010 recently adopted by the Government of RF.
