Strategy for Information Society Development in Russia
IIS representative participated in BarCamp “National Technological Revolution 20.35” held on November 7-8, 2017 in Saint-Petersburg

BarCamp “National Technological Revolution 20.35” took place on November 7-8, 2017 at the “Boiling Point" in Saint-Petersburg.

At the session for strategic modeling “Future of research and development networking organization on cross-cutting technologies of STI and Digital Economy” on November 7, 2017 the following reports were delivered:

  • Dmitry Peskov (ASI) “Requirements for the Perspective Model of Market-Oriented Science”
  • Sergey Nakvasin (Program Manager)/Ivan Cheglakov (Moderator) “On the Tasks and the Agenda of the Session”
  • Yury Dobrovolskiy (Institute of Problems of Chemical Physics of RAS): “Problems and new organizational solutions for market-oriented scientific activities in the Russian Federation”
  • Dmitry Dozhdev (Scoltech): CoBrain  – Digital Platform for Research and Development in the field of Neuronet
  • Petr Tolstoy (Science Park St. Petersburg State University) “Research Networking”
  • Pavel Luksha (Skolkovo Moscow Business School) “Long Trends in Science”

On November 8 at this session the following reports were made:

  • Natalia Kuznetsova (S.I.Vavilov Institute for the History of Science and Technology of the Russian Academy of Sciences (IHST RAS); Russian State University for Humanities - RSUH)
  • Tatiana Ershova (NCEDE LMSU),Yuri Hohlov (IIS) “Digital R&D Platforms”
  • Nikolay Pakulin (Ivannikov Institute for System Programming of the Russian Academy of Sciences)
  • Digital Tools for Scientific Work”.

Tatiana Ershova and Yuri Hohlov in their report devoted to the Program “Digital Economy in the Russian Federation” said that the implementation of this Program requires close cooperation between state, business and science, since the main result of its implementation should be the creation of at least 10 national leading companies (high-tech enterprises) developing “cross-cutting” technologies and managing digital platforms that work in the global market and a system of “start-ups”, research teams and industry enterprises ensuring the development of digital economy.

Main goal of Section “Formation of Research Competencies and Technological Advance” of the Program “Digital Economy in the Russian Federation” is to develop a system for supporting search and applied research in the field of digital economy (research infrastructure of digital platforms), ensuring technological independence in each of the directions of cross-cutting digital technologies, which are competitive at global level, and national security.

A key component of implementation of the direction “Formation of Research Competencies and Technological Advance” is creating centers of excellence for cross-cutting technologies that provide competences for the competitive development of domestic industry (including staff, technology and adaptability) on a long-term basis.

On November 8, 2017 two brainstorming sessions, in which Dr. Yuri Hohlov took active part, “Perspective Model of Network Organization in the Field of Market-Oriented Science: Working Practices and Effective Communications” and “Scenario and Key Projects of Transition to Perspective Model of Network Organization in the Field of Market-Oriented Science” were held.
