IIS representatives took part in public discussion of Systematic project “E-government 2020”

IIS representatives took part in «IT Government Day 2016» conference held by TAdviser and the Ministry of Telecom and Mass Communications of the Russian Federation on March 2nd, 2016. In the course of the conference, which was devoted to the informatization of the state governance the public discussion of the Systematic Project “E-government 2020” was conducted.

The Systematic project was developed by the request of the Ministry of Telecom and Mass Communications in 2015 by the Plekhanov Russian University of Economics with participation of IIS and Analytical Center for the Government of the Russian Federation.

Systematic project defines new principles for the development of E-government in Russia in the coming years. The document provides a review of e-services as a priority government services, linking data from various government agencies on the basis of a new generation of interagency electronic interaction system, and the development of a range of services, grouped according to life and business situations.

 Yuri Torgashin, Director of Information Technology Department of Khanty-Mansiysk Autonomous Okrug - YugraAs it was said by Alexey Kozyrev, Deputy Minister of Telecom and Mass Media of the Russian Federation, the Systematic project should have been developed due to the need to take into account trends in the development of information and communication technologies, the Russian Federation experience in implementing e-government projects, the best foreign examples of e-government development, as well as modern socio-economic and political conditions. The document is aimed at improving the efficiency and quality of work at all levels of state and municipal administration system and for the formation of public policy and action plan for the medium term.

Discussion of the main provisions of the Systematic project “E-government 2020” was attended by representatives of the federal authorities: Elena Boyko, Director of the Department of Information Technology of the Ministry of Health of the Russian Federation, Evgeny Komarov, Deputy Director of the Department of Information Technologies of the Russian Government, Roman Safonov, Director of Information Technology of the Federal Agency for Affairs of Nationalities of the Russian Federation etc.

Yuri Hohlov, Chairman of the Board of Directors, Institute of the Information SocietyRepresentatives of the Russian regions – Eduard Lysenko, Deputy Governor of Yaroslasvl Region, Director of Information and Communications Department, Yuri Torgashin, Director of Information Technology Department of Khanty-Mansiysk Autonomous Okrug - Yugra, Alexander Albychev, Director of Informatization Department of the Tyumen Tegion, Timur Lapin, Chairman of the Committee on Development of Information Technologies and Communications of Murmansk and others actively participated in the discussion.

From IIS the event was attended by the Chairman of the Board of Directors Dr. Yuri Hohlov, as well as other workers of the Institute – Vladimir Kondratiev, Louisa Rizmanova, Irina Samorukova, Peter Ershov, Alexander Katin, Vasiliy Pitul.

In the course of the discussion comments and proposals to the Systematic project from the representatives of commercial enterprises, academic organizations and civil society organizations were received.

Systematic project will be published for public comment on the Federal Portal of the Draft Regulations and then submitted for approval by the Government Commission on the Use of Information Technology to improve the quality of life and the business environment, chaired by the Prime Minister of the Russian Federation Dmitry Medvedev.
