On October 9-10, 2014 Moscow hosted the 2nd National Conference “From an Aging Society to a Society for All Ages”. There were more than 400 participants: representatives of the public sector
in social development sphere, representatives of non-commercial sector and
charity organizations. “Information Society” Journal, which is being published by an Autonomous Non-Commercial
Organisation “Institute of the Information Society”, acted as official
information partner of the Conference, because the problems of involvement of
aged people in active life by use of information technologies has been
repeatedly covered in it.
Creating
conditions for enhancement and increase of longevity of the older generation is one of the
most important state goals. At the same time demographic ageing leads to increase in social spending and more significantly increases the burden on the pension system and on each working person. It becomes more and more evident that we need a complex approach to caring for the
older generation and revision
of many of the principles of social protection, which are no longer relevant.
But what is even more important is to search for and develop new resources of
the society, which is
in the family, self-organization
of individuals and in
each elderly person.
The conference was opened by a welcoming speech delivered by Maria Morozova, Director General of Elena and Gennady Timchenko
Foundation, in which she focused on a very good tradition of conducting a
national conference on ageing in Russia.
Alexey Vovchenko, Deputy Minister of Labor and Social Protection, also
greeted the participants of the Conference. He noted that almost one-third of the
population - aged people, and their relative share in the society is
continuously growing. About 4 million people have already passed the 80 year
old frontier. He emphasized that it is necessary to consistently involve
non-commercial structures, funds and voluntary movements in helping the aged
people.
The work of the Conference during the first day followed four directions:
- Innovations in the practice of tendance: ideas
and use;
- Non-government social programs for the aged
people: practice and evaluation of efficiency;
- Business in the sphere of services for aged
people;
- Provision of finance for the quality of life in the old age: new
approaches, sources and targets.
The following experts worked in parallel sections: Vladimir Anisimov, President of the Gerontological Society of RAS; Pavel Vorobyev, Head of Chair of Hematology and Geriatrics of the Faculty of postgraduate vocational training for doctors at the Sechenov Moscow Medical Academy; Andrey Solovyov, Director of the
Institute of Mental Health of the North Medical University (Arkhangelsk), and many others.
The task of establishing a Society for all ages is complicated and multifaceted, and requires the coordinated efforts of different social groups and public sectors. Strategic vision and systematic work is required to
achieve it. For this purpose the 2013 Conference on ageing launched a public initiative aimed at developing the national strategy on
ageing. Experience on preparation of strategies on ageing exists in different countries, and therefore agreeing on this document in Russia is an absolute must. In the
closing part of the Conference the National Strategy on Ageing was discussed.
The work of the Conference was accompanied by special projects:
- Demonstration of animated film “Wrinkles” (Spain) and discussion «The role of art in understanding of problems
of aged people”;
- Photo exhibition «Our chronicle»;
- Showroom of project «My Grandma-Yaga»;
- Individual life strategies and stories.
The Conference was attended by representatives of ANO “Institute of the Information Society”: Irina Miroshnichenko, Manager of the “infoDonor” program of technological support
to non-commercial organizations coordinated by IIS; Olga
Kopyeva, Content-Manager; Louisa Rizmanova, Head of Department of International
