This issue includes
articles of representatives of National Research Tomsk Polytechnic University
(TPU). The articles reflect different aspects of scientific research in the
field of development of intellectual information systems. These works represent
scientific and educational cluster “Cognitive systems and telecommunications”
of TPU. The issue of the journal is opened by the article
of Nataliya Lukyanova, in which the
Internet of things is considered as qualitatively new stage of development of World
Wide Web, where the semiotic processes are particularly important in the
implementation of new technologies.
The only article prepared
by the international team of
authors (Konstantin
Ivanov, Michele Campagna, Anton Kudinov, Nikolay Markov) highlights the problem of citizen engagement
in solving the problems of regional and municipal governance, considers the
approach to decision of the problems based on modern
geographic information technologies such
as the use of Volunteered Geographic Information (VGI).
The topic of this issue is "Information
and communication technologies for science, education and production" is
elaborated in six new publications.
Under the topic "Education
in the information society" two articles on the use of modern information
technologies for assessment of quality of the educational process of high
school graduates and their competencies are presented. Yuliya Riesen, Alena
Zakharova and Mikhail Minin in their article «Mathematical Modeling of the
Educational Process in Assessing the Quality of a Higher Education
Institution’s Operation» present a mathematical model that allows us to give an
integrated assessment of the organization of the educational process. Elena
Mokina and co-authors consider the information decision support system, which
helps in evaluating the competence of bachelor degree graduates with a view to
further study in MA course and choice of specialization.
Further
in the rubric «Science and innovations in the Information Society» the article by
Viktor Ivanchenkov with co-authors considers possibilities of the using
information features of seismic signals for realization of optimum phase
methods of information processing. Organization of information exchange between
object of research and visual models of data is considered in the article by Alena
Zakharova and Alexey Shklyar. The authors, in particular, show that the study
and understanding of the principles of perception of visual information is a
key fact in determining the effectiveness of visualization as a tool for the
solution of scientific, research and technical problems.
In the final article by
Olga Berestneva and co-authors attention is
drawn to the problem of search for new means of communication, not only in the
"man-man", but in the "man-information environment" and it
is proposed to use visual programming languages as such means.
Despite
the fact that the works presented in this issue significantly differ on
subject, all of them are to some extent devoted to receiving, processing, storing
and transmitting information, and each article fully reflects a current state
of researches in the related subject domain.
This issue also announces
the book of well-known expert in the field of ICT, Peter Knight (Peter Knight)
"Internet in Brazil. Emergence, Strategy, Development and Governance",
the foreword to which was written by one of the "fathers" of the
Internet Vint Cerf (Vinton Cerf). By decision of the Editorial Board several
chapters of the book will be published in the journal "Information
Society" in 2014. |
