On March 14, 2014 the Federation Council of the
Federal Assembly of RF hosted Parliament hearings on "topical issues of
information security of children using the Internet resources".
The opening speech was made by Valentina Matvienko, Chairman
of the Federation Council of the Federal Assembly of RF, and Ruslan Gattarov, Deputy
Governor of Chelyabinsk region.
Key reports were delivered by Dmitry Livanov, Minister
of Education and Science, and Alexander Zharov, Head of the Federal Service for
Supervision in the Sphere of Telecom, Information Technologies and Mass
Communications.
Their positions regarding different aspects of information
security of the children using the World Wide Web resources were presented by:
- Sergey
Zheleznyak, Deputy Chairman of the State Duma of the Federal Assembly of RF;
- Anna Popova, acting Head of the Federal Service on Customers' Rights Protection and
Human Well-Being Surveillance;
- Sergey
Plugotarenko, Director of the Russian Association for Electronic
Communications;
- Grigoriy Ivliev, Secretary of State – Deputy
Minister of Culture of RF;
- Olga
Rumyantseva, Vice-President for Work with Corporate and State Segments of OJS «Rostelecom»;
- Andrey
Kolesnikov, Director of the Coordination Center for TLD RU;
- Sergey
Abramov, Head of «Setevichok.rf» project.
After the reports a discussion took place, which was
held in an open atmosphere, very much different from initial discussions of the
same topic several years ago.
The golden thread of all speeches was not emphasis on prohibitive
measures but rather on child-rearing, parents and teachers’ education, their
ICT and Internet use training, development of skills of secure Internet use,
active creation of useful and developmental e-content.
IIS Representatives – Tatiana Ershova, Director General,
and Alexander Evtyushkin, Head of Directorate of Perspective Projects, presented
theses on "How to protect children from unacceptable information".
The results of the Parliament hearings were summed up Lyudmila
Bokova, Deputy Chairman of the Council of the Federation Committee
on Constitutional Legislation, Legal and Judicial Affairs and Civil
Society Development.
On the basis of the results of the hearings recommendations were accepted to public authorities aiming at provision of information security
of the children using the Internet.
