The
issue is opened by an interview by Tatiana Ershova, Editor in Chief of the journal,
with Svetlana Openysheva, Deputy Chairman of the Government of Ulyanovsk
Region, Chief of Staff of the Governor and Government of the Region. In the interview they discuss on the one hand the
ratings of Russian regions’ e-readiness, and on the other hand measures
providing for success in the implementation of open governmen in the Region. They
note the role of blogs of heads of a region as instruments of strengthening the
cooperation between representatives of government and citizens, as well as ways
of increasing the level of computer literacy.
The
topic of this issue, which is The Era of Constructive Transformations, is
elaborated in eight new publications.
The rubric Fundamental Researches in Information Society Development is represented by an article of Anna Sanina,
Candidate of Sociological Sciences, who examines the phenomenon of state
identity and its transformation in the era of society informatization.
Anton Svintsovskiy, Postgraduate Student of the Faculty of National
Security of the Russian Presidential Academy of National Economy and Public
Administration, presents the network analysis as an efficient method of
researching political processes in international relations. Alexey Ilyin,
Associate Professor of the Department of Practical Psychology at Omsk State Pedagogical
University, in his article “Problem of Information Consumerism” examines the
phenomenon of superficial information consumption.
The rubric Information Society and Government is represented by articles of
two authors – Konstantin Antipyev, Doctoral Student of the Department of
Sociology of Perm National Research Polytechnic University, and Mikhail
Molotkov, Candidate of Philosophical Sciences, Head of Support Office of
Police Station No. 9 of the Krasnoyarsk Inter-Municipal Administration of the
Ministry of Internal Affairs of the Russian Federation. Konstantin Antipyev
examines problems of transparency of local governments as the authority, which
is closest to citizens, and Mikhail Molotkov examines the specifics of
functioning of law enforcement system in the course of information society
development.
The rubric Culture in the Information Society is represented by two authors
– Vladimir Gribov and Lyudmila Levova, who offer information technologies to
libraries. Elena Novikova, Candidate of Chemical Sciences, and Alisa Klimova,
Postgraduate Student of the Russian Plekhanov University of Economics, propose
to use the resources of the situation room for decision-making at different
levels of responsibility.
And, finally, our new author from Kyiv Dmitry Oltarzhevskiy, representative
of the Institute of Journalism of Taras Shevchenko National University of Kyiv,
examines socio-communication phenomenon of corporate media in the context of
integration of this special type of media into the World Wide Web. |
