IIS General Director joined the WSIS+10 Open Consultation Process as a member of the Russian Delegation (Geneva, 16-18 December, 2013)

ITU Headquarters in Geneva hosted the Second Physical Meeting of the high-level experts representing different stakeholders on 16-18 December 2013.

It is expected that the WSIS+10 High-Level Event will be held in 2014 in Egypt, the date is not yet fixed. This event will be an extended version of the WSIS Forum held yearly in May. It is designed to review the progress made in the implementation of the WSIS outcomes under the mandates of participating agencies, and to take stock of achievements in the last 10 years based on reports of WSIS Stakeholders, including those submitted by countries, Action Line Facilitators and other stakeholders.

The WSIS+10 High-Level Event will review the WSIS Outcomes (2003 and 2005) related to the WSIS Action Lines with the view of developing proposals on a new vision beyond 2015, potentially including new targets. This process will take into account the decisions of the 68th Session of the UN General Assembly.

The preparatory process is an open and inclusive consultation among WSIS Stakeholders (governments, private sector, civil society, international organizations and relevant regional organizations) focused on developing multistakeholder consensus on two draft Outcome Documents, the thematic aspects, and innovations on the format of the event. Draft WSIS+10 Statement on the Implementation of WSIS Outcomes The open and inclusive open consultation process will result in:

  • Draft Outcome Documents for consideration by the WSIS+10 High-Level Event
  • Draft WSIS+10 State ment on the Implementation of WSIS Outcomes
  • Draft WSIS+10 Vision for WSIS Beyond 2015 under mandates of participating agencies
The Open Consultation Process for the WSIS+10 High-Level Event is structured in six phases as follows:
  • Phase One: July 2013 - Initiation of the Open Consultation Process 
  • Phase Two: 7-8 October 2013 - First Physical Meeting 
  • Phase Three: 16-18 December 2013 - Second Physical Meeting
  • Phase Four: 17-18 February 2014 - Third Physical Meeting 
  • Phase Five: (dates TBD) - Outcomes of the open consultation published 
  • Phase Six: (dates TBD) - Final Brief on the WSIS+10 High-Level Event

The First Physical Meeting Considered Zero Draft Outcome Documents: Draft WSIS+10 Statement on the Implementation of WSIS Outcomes and WSIS+10 Vision for WSIS beyond 2015. Second Physical Meeting considered: Comments received on the Zero Drafts of the WSIS+10 Statement on the Implementation on WSIS Outcomes & the WSIS+10 Vision for WSIS Beyond 2015  and Proposals for the First Drafts to be considered by the Second Physical Meeting: WSIS+10 Statement on the Implementation on WSIS Outcomes & the WSIS+10 Vision for WSIS Beyond 2015.

The Second Physical Meeting was chaired by Prof. Vladimir Minkin, Chief Scientist, Radio Research & Development Institute (Moscow, Russia), Chairman of ITU Council Working Group on WSIS.

The Russian delegation included:

The Russian delegation made a number of proposals to the Outcome Documents that were considered and in many cases accepted by the participants of the Open Consultation.
