Boyko, councilor of the Ministry of Communications and Media of the Russian
Federation, acted as moderator of the seminar.
The
welcoming speech was delivered by Nikolay Nikiforov, Minister of Communications
and Mass Media of the Russian Federation. He thanked participants of the
seminar for the interest to the Russian event and introduced a presentation on
“Information-communication technologies for stable economic growth and social
development of the Russian Federation”. In the course of the presentation the Minister
reported on the status of information society development and e-government
formation in Russia, on experience of implementation of the Strategy of
Information Society Development in the Russian Federation and the state program
“Information society (2011-2020)”, on existing achievements in programs’
implementation within the framework of the state program and upcoming goals
with respect to future development in this sphere.
Then
the speech was delivered by the deputy minister of communications and mass media
Mark Shmulevich, who reported on IT-sector and human capital development in Russia.
He made the participants of the seminar acquainted with the situation of the IT-market
in Russia, main players on the market, events in the IT sphere, which are
planned for 2013-2018, problems of education in IT sphere, IT-infrastructure
development, etc.
Leonid
Todorov, deputy director of the Coordination Centre of National Domains .ru and
.rf, made a presentation on “Internet use management in Russia: assistance to
multilateral co-operation model use”. In his report he noted that in the last
years in the Russian segment of the internet the multilateral co-operation
model has formed and is being used. He specified the main actors in this
segment of the market, and the main events, which form the platform for
internet use management in Russia.
Tatiana
Ershova, IIS Director general, reported on “ICT-competencies’ role in social and
economic development of Russia”; within its framework she specified the main factors
of ICT influence on the social and economic development of the country, and presented
her comparative analysis of a number of markers of ICT development in Russian and
in foreign countries (such as human capital and ICT use, skills and use of PC and
internet, use of social networks).
The
seminar concluded with a vivid discussion, within its course the questions from
the audience related to information society development, e-government, IT-industry
development, e-culture, global knowledge exchange and others crucial for Russia
and for other countries, were discussed Yuri
Hohlov, Chairman of the IIS Board of Directors, participated in the discussion.
On behalf
of IIS the seminar was also attended by Olga Reznikova, deputy director general,
Louiza Rizmanova, head of Department of International Cooperation and Public
Relations.
