Yuri Hohlov, Chairman of the IIS Board of Directors, took part in the “Open region” seminar in Ulyanovsk.
On April 10, 2013 at the “Open region” seminar the Government of Ulyanovsk region launched an ”Initiative on data
opening” developed on the basis of “Evaluation of open data use readiness” conducted by
specialists of the World Bank.
Svetlana Openysheva, Deputy Head of the Government of Ulyanovsk region, Head of the Administration of the Governor and
Government of Ulyanovsk region, under whose supervision Ulyanovsk region went out to the leading positions in the sphere
of open government, noted the value of data opening for public authorities, as well as for entrepreneurial structures.
Open data is a mechanism providing for “bringing back to life” the vast volume of information placed in official sources.
As a result, web-studios and software developers will be able to create mobile and internet applications for people.
This will lighten the everyday life of citizens, simplify the decision-making process, and increase the transparency
of the budget process. Development of business on the basis of open data will
allow attracting additional tax receipts to different level budgets. Thus, this project is profitable for both,
people and the authorities, and the business”. The next step in the implementation of the project, according
to her opinion, will be the launch of the open data portal. Ulyanovsk region is known for its IT-companies,
which successfully operate both on home, and on international information technologies markets.
The international “Open region” seminar was attended by leading experts of world level in the sphere of open government and open data,
like: Andrew Scott, representative of the Transparency Committee of the Great
Britain; Jeff Kaplan, senior consultant of the ICT Department of the World Bank; Amparo Ballivian, chairman of the working group for open governmental
data of the World Bank; Yuri Hohlov, chairman of the Institute of the Information Society Board of Directors (IIS); Ivan Begtin, director
of the Non-governmental Partnership «Information
Culture»; Lucy Chambers, Head of
the Knowledge Department of the Open Knowledge Foundation of the Great
Britain.
«The World Bank welcomes the opportunity to conduct the first “Evaluation of open data use readiness” in
Ulyanovsk region on the basis of the latest methodology”, - said Chris Vein, Chief Innovation Officer for
Global Information and Communications Technology Development at World Bank. – “We are happy to offer this instrument
of evaluation to other Russian regions, as well as to other countries”.
«Evaluation of open data use readiness» was developed
by the World Bank in 2012 and was first used in Ulyanovsk region in January-March
this year. This Evaluation is based on examination of factors providing for successful launch of initiative on data opening,
such as: leadership, legal support, institutional readiness, data availability, demand on
data, existence of data users communities, financial issues,
ICT-infrastructure and skills.
The Government of Ulyanovsk region
cooperates with the World Bank in the sphere of open data within the
framework of Memorandum on mutual understanding signed in October 2012.
