New release of a report by the World Economic Forum "The Future of Government" |
The Council designated four main components and approaches to monitoring of
processes of public administration’s system transformation: flatter, agile,
streamlined and tech-enabled government (FAST-government).
Flatter government assumes (à) citizen engagement
(b) administrative efficiency (c) decision making process (d) intergovernmental
and cross-sectoral collaboration. Agile government organizes itself in such a way
as to quickly raise public and private resources to solve problems. Streamlined
government carefully plans labor shedding together with essential advancement
of competencies and perfection in organizational and technological spheres. And
at last tech-enabled government is successful in transformation of political,
legal and regulatory environments in accordance with the dynamically changing
wired world.
However FAST-government will
not appear without fundamental changes in the way of thinking. The new WEF report contains appeal to decision-makers
both in government and non-government structures to determine the most vital
priorities and the most perspective opportunities for government
transformation, which would allow providing benefit to citizens. The central
point of this strategy is necessity of open and sincere dialogue between
individuals, structures and groups affected by transformation of the
government.
The final goal remains in determining
innovative and pragmatic approaches to what the government can do for citizens and
together with them. To remain quick and curious – this is one of priorities for
the government, which strives to change to the best, and for all those, who
wants to assist in achieving this ambitious goal. The report specifies steps necessary to approach this aim. Yuri Hohlov, Chairman of the IIS Board of Directors,
