We
continue the publication of article of the Milan professor Alfredo Ronki “E-Government:
evolution or revolution?” Author thinks that in the process of e-government implementation
“technological infrastructure, different cultural models, habits and social
environment, as well as citizens’ readiness to use of e-government services,
must be considered along with other factors”.
An
article by N. Maslova, V. Perehodov and A. Rodin is devoted to contemporary
technologies of interaction between the power and the people, creation of
infrastructure of information society, development of e-government systems, implementation
of public and municipal services and their increasing quality and accessibility
on the basis of recent technologies of public expertise. On the example of
public expertise of the regional segment of the Unified portal of public and
municipal services of Khanty-Mansiysk Autonomous Region – Yugra using the
method of crowdsourcing they showed efficiency of collective work of
representatives of public organizations and university over huge amounts of
information related to municipal services.
In her article lecturer of the department of theory and practice of public
administration of the Research University “Higher School of Economics” Ekaterina Dianova attempts to describe
effects produced by e-government on the state and the society in terms of such
sections of institutional economy as theory of transaction costs and theory of
contracts.
A post-graduate
student of the Russian Institute of Cultural Studies Tatiana Smirnova writes on
the museum of the 21st century.
We
