Nikiforov, Minister of Telecommunications of Russia, governors, and deputies of
plenipotentiary discussed efficiency of public administration and increasing
quality of electronic public services in the region.
As mentioned in the opening aspeech by Mikhail Babich, plenipotentiary of the
President of Russia in Privolzhsky Federal District, improvement of providing
public services is one of the most important goals of the present. "Citizens
evaluate efficiency of work of authorities and their ability to solve problems
by quality of public services and time spent for its obtainment", - emphasized
Mikhail Babich.
The main report at the Council was delivered by Vasiliy Bochkarev, Governor of
Penza region. He reported on organization of work related to transition to
electronic public services and creation of system of interdepartmental
electronic interaction in the regions, as well as on the functioning of a
united portal and regional portals of public services.
Among current problems were
mentioned the following: disunity of departments, lack of coordination between
power structures of different levels, underdevelopment of feed-back, which
would allow to evaluate level of satisfaction by these services.
While discussing measures to eliminate these failures Nikolay
Nikiforov, Minister of Telecommunications of Russia, noted that it is necessary
to watch the quantity of municipal formations, which have access to Internet
and to provide this information to any interested parties. "We still have time to adjust internal
official processes. We anticipate a sharp increase in the quantity of citizens’
requests for electronicñ public services in September-October. We need to focus our work where the biggest
volume of requests is anticipated, - said Nikolay Nikiforov.
