Open
government is being more and more considered as a new paradigm of state administration
transformation on the basis of large-scale utilization of information and communication
technologies (ICT), which introduces a whole complex of instruments for
increasing quality of public administration, increasing transparency of the
state and innovations. In Russia a
significant progress was achieved in e-government development and currently
practical steps are being taken to implement system of open government.
The
goal of the seminar – to provide for creation in Russia of ecosystem of open government
on the basis of utilization of the best international practice and successful Russian
examples of developing elements of open government.
Moscow audience of the seminar
was introduced to participants of the videoconference from other regions of
Russia – representatives of the Republic of Karelia, Republic of Tatarstan,
Perm region and Nizhny Novgorod region.
Representatives
of the Ministry of Communications and Mass Media of the Russian Federation and
the Ministry of Education and Science of the Russian Federation shared their
visions of open government development in Russia.
Oleg
Pak, deputy director of the Department of state regulation in economics of the Ministry
of Economic Development of the Russian Federation, spoke about necessity of
improvement of the system of state regulations, affording access to open
government’s data for its recycling by business and citizens. Russia requires assessment
of efficiency of managers by citizens; this assessment must be taken into
consideration in the process of making personnel decisions. "This seminar is important
in the context of solving these problems", - mentioned Oleg Pak.
Mikhail
Fedorenko, minister of public administration, information technologies and communications
of the Moscow region, noted that creation of system assessment of the regime by
citizens must become the principal goal in open government implementation.
Representatives
of the Ministry of Informatization and Communications of the Republic of Tatarstan
reported that the system "People’s control", which provides for feedback from
citizens, is already being used in the Republic.
According
to Svetlana Openysheva, deputy chairman of Government of Ulyanovsk region, it has
become a good tradition to discuss on the web-site of the Government of the Region
reports by the Governor of Ulyanovsk Region; only after discussion the Governor
brings this report to Legislative Assembly.
Work
of the session «Ecosystem of open government: key components and best practices»
was opened by moderator of the session, coordinator of ICT Department programs
of the World Bank, Oleg Petrov. He informed that the World Bank has been
working on issues related to open government in different countries for at
least two years, is helping other countries to share experience, conducts
regional conferences on this topic.
Carlo Rossotto, lead specialist on ICT policy,
regional coordinator of the World Bank for Europe and Central Asia, reported on "Ecosystem of open government".
Jeff
Kaplan, expert on open government (USA), presented an overview of the world
best practices in development of ecosystems of open government. Partnership for open state administration was created.
Open government provides for real profitableness of investment capital.
The evolution from
e-government to open government is in progress. Jeff Kaplan’s conclusion:
pressure on authorities in terms of assessment of public services leads to
increase in its quality.
Member
of the working group for developing suggestions for creation of “Open government”
system in the Russian Federation, Aleksey Volin emphasized that we must examine
foreign experience but should not blindly copy it. Open government is
inevitable. One must create competitive environment, otherwise people compare
living conditions and leave for countries, where it is comfortable to run
business and live. Yury Hohlov, Chairman
of the IIS Board of Directors, reported on "Results of reseach works on open government development in Russian regions". In the course of the report he
presented the new Index of Russian region governments’ openness and rating of
subjects of RF, which constitutes a measurer of open government instruments’
use by Russian executive authorities. The Index is calculated on the basis of markers,
which characterize four trends of open government: services of social networks;
open governmental data; online cooperation with citizens; integrated network
resources (assessment based on UNO methodology).
Mikhail
Bunchuk, program specialist, Institute of the World Banka and ICT Department (World
Bank), reported on "Overview of the WB activities related to open government". He reported no programs conducted by the World
Bank in different countries for implementation of open budgets, open data, such
as «Mapping for results», «Boost» (institute of budget expenses efficiency
assessment). Then spoke Ivan Begtin, director of non-commercial partnership “Information
Culture”, he reported on "Open data as a basis for open state". Ivan Begtin created
a portal OpenGovData.ru., which is devoted to open data in Russia. Begtin
emphasized the importance of recycling of state information in the best
interests of citizens and business.
The
closing session of the seminar was devoted to overview of the world’s best practices
in the sphere of people’s participation in public administration and
e-democracy. Tiago Peixoto (the World Bank), Christiano Ferry (House of Representatives,
Brazil), Izabella Korrea (Main Control-Finance Department, Brazil) reported on
how to help citizens to express their position related to public
administration. People, who contact call-centers
with complaints about noise in the streets, graffiti on walls, potholes,
receive feedback from authorities, and are satisfied that their voices are heard
when they see their remarks on corresponding portals. Another convincing example of citizens’ participation
in public administration – when people on portals propose something and then
vote for it. |
