Strategy for Information Society Development in Russia
IIS contributed to the Thematic Workshop on “Future Government: A Global Perspective in Connection to Open Government Data and Citizen Engagement”
Bikesh Kurmangalieva, Iván Sánchez Medina, Alice Munyua, Ahsraf Abdel WahabThe meeting was organized by the United Nations Department of Economic and Social Affairs (UN DESA) in cooperation with the International Telecommunication Union (ITU) and took place on 16-17 May 2012 in the ILO conference center in Geneva. Yuri Hohlov, Chairman of IIS Board of Directors, was actively involved in the Workshop preparation as coordinator of WSIS C7 Action Line (e-Government). The meeting aimed at discussing overall trends, policies, strategies, action plans, best practices and key challenges in Open Government Data for Greater Transparency and Citizen Engagement to Promote Effectiveness, Efficiency and Accountability in Public Management. The morning session of the first day, 16 May, comprised a panel discussion moderated by Mr. Daniel Dietrich from the Open Knowledge Foundation. The panelists were:
  • Ms Bikesh Kurmangalieva, Vice-Chairman of Governing Board of the National ICT Holding “Zerde” (on behalf of Mr. Askar Zhumagaliev, Minister of Transport and Communications of the Republic of Kazakhstan)
  • Ms. Alice Munyua, Ministry of Information and Communications, Kenya 
  • Dr. Ahsraf Abdel Wahab, Ministry of State for Administrative Development, Egypt 
  • Dr. Iván Sánchez Medina, Commissionaire of the National Commission of Communications, Colombia
The discussion completed with an open discussion. Tatiana Ershova, IIS Director General, put her questions and comments related to the problem of digital divide in the context of Open Government concept implementation. 

Moderator: Vyatcheslav CherkasovSession One “Open Government Data as a Service” was moderated by Mr. Vyatcheslav Cherkasov from the Division for Public Administration and Development Management (DPADM) / United Nations Department of Economic and Social Affairs (UN DESA). Five presentations were made at the session:

The presentation also were followed by an open discussion. Session Two “Citizen Engagement through Open Government Data” in the afternoon was moderated by Ms. Rowena Bethel, Former Legal Adviser, Ministry of Finance, Bahamas. Four presentations were offered to the audience followed by an open discussion as well:

  • “Open Government Data and Citizen Engagement in Romania” by Ms. Andrea Stoiciu, Institute for Management and Sustainable Development, Romania
  • “Citizen Engagement through Open Government Data in Mexico” by Mr. Carlos Viniegra, Head of the Digital Government Unit, Ministry of Public Administration, Mexico
  • “Open Government Data and Citizen Engagement in Argentina” by Ms. Olga Cavalli, Ministry of Foreign Affairs, Argentina
The second day of the Workshop, the 17th of May, included two sessions. Session Three “Benchmarking Open Government Data and Citizen Engagement Initiatives” was moderated by Mr. Hani Eskandar, International Telecommunications Union, and included three presentations followed by an open discussion:  Rowena Bethel, Hiyam Nashash, Jeremy Millard, Daniel Dietrich, Yuri Hohlov (Moderator)The Conclusion and Way Forward Session was co-chaired by Mr. Vyatcheslav Cherkasov and Dr. Yuri Hohlov. The panelists were:
  • Ms. Rowena Bethel, Former Legal Adviser, Ministry of Finance, Bahamas
  • Ms. Hiyam Nashash, Professor of Educational Administration, Al-Balqa' University, Jordan 
  • Mr. Jeremy Millard, Chief Policy Analyst, Danish Technological Institute 
  • Mr. Daniel Dietrich, The Open Knowledge Foundation, Germany

The open discussion gave floor to comments and suggestions on the Open Government Data Toolkit for Citizen Engagement prepared for feedback by Public Administration and Development Management (DPADM) of the UNDESA.
