New rating of Net-readiness of countries 2012 – Russia ascended to 56 position |
The World Economic Forum and business-school INSEAD
published today, on April 4, 2012, the results of the latest global rating of
net-readiness of the countries (Global Information Technology Report 2012). It
introduces data on status of information society development in 142 countries.
In the by-past period Russia significantly ascended in the rating from 77 to 56
position, and is now right behind Kazakhstan in the rating.
In the by-past period Russia preserved the same zones of weakness – unfavorable
business-climate, unsatisfactory political and legislative environment, which does
not provide for ICT development and use (100 position). Indexes of ICT impact on social (89 position) and
economic (53 position) development in Russia are also not high. Level of
technologies’ use by the population (52 position), business (83 position) and
authorities (71 position) is low. Due to the fact that in this rating WEF and
INSEAD used UN rating of e-readiness for 2010 and Russia in the past two years
leaped over 27 positions at once, improvement of position is also expected in
the integral rating for the next year.
All that is left to do is to regret that the new edition of the state program
"Information society" excluded position in the rating of
net-readiness as one of the indexes. It is
worth reminding that the Strategy of Information Society Development in the Russian
Federation declares the key measurable index – by 2015 the country must enter
the top-20 of the best countries in international ratings of
information society development.
The top-5 of the WEF rating includes leading countries of Western Europe and
South-Eastern Asia: Sweden, Singapore, Finland,
Denmark and Switzerland. |
