Strategy for Information Society Development in Russia
Chairman of IIS Board of Directors took part in seminar-conference on: "Government Regulation Models in the Information Technologies sphere"

The meeting took place on November 14, 2011 in the premises of the Higher School of Economics. The seminar-conference was conducted by the Dean of the National Research University "Higher School of Economics" Andrey Klimenko and the Dean of the Faculty of Business Informatics Svetlana Maltseva.

Representatives of the academic community shared their vision of the processes and models of government regulation in information technologies sphere, outlined set of problems in political, technological and legal spheres.

Yuri Hohlov, Chairman of IIS Board of Directors, made his report on "Current Problems and Approaches to Regulation of IT Sphere: world experience and interests of the Russian Federation" at the first section of the seminar "National priorities and choice of strategy of  information technologies regulation".

The main idea of the speaker was – what are the results to be achieved in the course of ICT development in Russia in long-term perspective taking into consideration the goals envisaged by the Russia’s Strategy of Social and Economic Development until 2020.

Topics of reports were as follows:

  • international and national standards and IT sphere regulations
  • technological platforms in the practice of European Union’s and the Russian’s government IT regulations
  • monitoring of IT regulations efficiency
  • problems of government procurement regulation in IT sphere
  • main problems of legal regulation of cloud computing use in Russia
  • problems of contractual regulation of cloud computing and settlement of civil disputes while using cloud computing services.
