On September
16-18 Warsaw hosted the Creative Commons Global Summit 2011. It was conducted
under the motto “Powering an Open Future” and gathered about 300 participants
from 45 countries of the world. The Summit
was attended by members of Creative Commons (ÑÑ) Affiliate Network, members of Board of
Directors and staff of the CC Headquarters, as well as representatives of
international and non-governmental organizations. The Summit was organized by CC Affiliate in Poland
– Interdisciplinary Centre of Mathematical and Computer Modelling of the Warsaw
University with support of the non-governmental organization Creative Commons.
The key participants
of the Summit were Lawrence
Lessig, Professor of Law at Harvard Law School, Director of Edmond Safra Centre for Ethics,
one of the founders of Creative Commons; Catherine Casserly, Creative Commons
CEO; Michael Carol, Professor of Law and Director of the Program on Information
Justice and Intellectual Property at American University Washington College of
Law; Melissa Hagemann, Senior Program Manager
within the Open Society Foundations’ Information Program and Sir John Daniel, President
and CEO of intergovernmental organization «Commonwealth of Learning ».
In the course of the Summit plenary sessions, regional meetings of Affiliates and
sessions on regional planning, sections on legal issues, on community
development, open educational resources, use of CC licenses in science,
education, public administration, culture, as well as seminars and additional
events were conducted.
To the participants
of the Summit projects, which are being implemented by Affiliates from
different countries, including projects related to creation of video-platforms,
exhibitions of art objects and implementation of educational programs were presented.
Participants of the Summit exchanged their experience in financing issues,
partners search and creation of cross-border and interdisciplinary alliances.
During the Summit an exhibition of CC visual arts published under CC license was
organized – digital projection of licensed works, as well as online presentation.
On behalf of Russia the Summit events were attended by representatives of IIS –
official CC Affiliate in the Russian Federation – Louisa Rizmanova, Head of
Department of International Cooperation and Public Relations and Svetlana
Vorozhbit, Legal Expert on Intellectual Property, as well as representatives of
Russian search engine Yandex.ru.
Within the
sessions on legal issues development of new 4.0 version of Cc licenses was
discussed. This new version should become more universal and to allow those
countries, in which the porting process has not been launched, to avoid a
porting procedure. Legal experts from CC Affiliates shared their opinion on
development of the 4.0 version of CC licenses. There were different points of
view provided, in particular stating that it will be complicated to develop a
universal instrument, which would be applicable in countries with different
legal systems. However, in general the output of the discussion was that the
development of new version should be supported by the Affiliates. Opinions of
the experts were taken into consideration by CC Boards of Directors and
headquarters, which will discuss that issues once again and make their final
decision.
IIS
representatives informed the Summit participants on the existing legal
situation in Russia with regard to CC licenses use and progress in solving
legal problems and preparation of amendments to Civil Code of the Russian
Federation. IIS has also presented the works done under CC Russia project
implemented in 2010-2011.
CC
governing bodies got acquainted with the presentation
and information on activities aimed at introduction of CC licenses in Russia
with great interest and approved the works implemented b IIS. They expressed
their intention to further collaborate with IIS a official Affiliate of CC
in Russia.
