IIS Representatives took part in the next meeting of the Ministry of Telecom and Mass Media of the Russian Federation on Creative Commons licenses

On July 18, 2011 the Ministry of Telecom and Mass Media of the Russian Federation hosted next meeting on preparation of proposals for revising the legislation of the Russian Federation, which would allow authors’ to provide their works on terms of free licenses to the general public (similar to Creative Commons licenses). The meeting was conducted by Ekaterina Larina, Director of Department of State Policy in the sphere of Mass Media of the Ministry of Telecom and Mass Media. This meeting was organized in pursuance of assignment of the President of the Russian Federation Dmitry Medvedev to prepare legislative changes, which would allow introduction and wide use of Creative Commons licenses, GNU FDL and their analogues in Russia.

On behalf of IIS the meeting was attended by Yuri Hohlov, Chairman of the Board of Directors, Alexander Evtyushkin, acting Head of Directorate on Open Content Development and Louisa Rizmanova, Project Manager on cooperation with Creative Commons.

The meeting was attended by representatives of developer of draft amendments to Part IV of the Civil Code of the RF – Research Centre of Private Law under President of the RF (Elena Pavlova, Vitaly Kalyatin), Elena Voinikanis (OJSC "Rostelecom"), Mikhail Yakushev, Vice-President of Mail.Ru Group, representatives of NGO "Wikimedia.Ru", NGO "RAEC", legal bureau "Omega", law firm "Salans", FSUE RAII "RIA Novosti".

In the course of the meeting proposals of the participants for mechanisms of providing rights of intellectual property objects use to general public (similar to Creative Commons) were discussed, as well as the draft amendments to Part IV of the Civil Code of the RF developed by Council for Codification and Improvement of Civil Legislation. Elena Pavlova highlighted key issues, which the Council for Codification is trying to solve in the course of work on the new version of draft amendments to the Civil Code. Solving this problems will allow to integrate a number of open licenses (including CC) in the legal environment of the RF.

Meeting participants agreed to the proposal of Yuri Hohlov, Chairman of the IIS Board of Directors, to create a permanent working group at the Ministry of Communications of the Russian Federation on revision and improvement of legislation regulating legal relations in the sphere of copyright and intellectual property objects protection and use of open licenses.
