This edition is the fourth part of the composite Index of Russian Regions E-Readiness aimed at evaluating the level of RF subjects’ readiness for wide-scale use of ICT.  

The index weight was calculated based on 2008-2009 data for all RF subjects, except Chechen Republic, which lacks some required statistical data.  The Index was calculated based on marks, which characterize factors of information society development (ICT-infrastructure, human capital and economic environment), ICT use in development of different life spheres (public and municipal administration, business, education, health protection, and culture) and ICT use by households and citizens.

The edition is designated for experts and leaders in the sphere of development and implementation of information society and e-government policy, as well as in the sphere of ICT creation and use in different domains – public administration, business, education, culture, etc.
