On 20 April 2010 Moscow Institute of Contemporary Development hosted the regular meeting of the Expert Board of the CIS Interparliamentary Assembly – the Regional Commonwealth on Communications under the chairmanship of Leonid Reiman, Counsellor to the President of the RF.

Mikhail Krotov, Secretary General of the CIS Interparliamentary Assembly, Alexander Kiselev; Deputy Chairman of the Expert Board, acting General Director of "Russian Post" FSUP; Konstantin Pshenko, Deputy Head of Expert-Analytical Department of Secretariat of CIS IA Board, and expert and developers of draft projects of model legal acts took part in the meeting.  

One of the constituents of the Expert Board work is implementation of monitoring of use of model legislative acts adopted by the CIS Interparliamentary Assembly. So, during the meeting participants discussed progress of development of model Information code for CIS countries, model Innovation code for CIS countries and model law "On Parks of Information Technologies". Besides suggestions to perspective plan of model lawmaking and rapprochement of national legal code of CIS countries for 2011-2015 were examined and analytical report on interstate agreements, conventions and treaties in the sphere of information technologies was heard.

Opening the meeting Leonid Reiman, Chairman of the Expert Board of the CIS Interparliamentary Assemble, reported on the agenda including issues to be resolved in order to speed up the processes related to development, harmonization and rapprochement of national legal codes of CIS  countries in the sphere of information technologies. Leonid Reiman emphasized that consideration of Innovation code is most actual this year, which was proclaimed a Year of Science and Innovations in the Commonwealth of Independent States.

Yuri Hohlov, Chairman of the IIS Board of Directors, commenting on the draft model Information code for CIS countries presented by Russian Association of E-Communications mentioned that its significant weak point is that it doesn’t use experience of other CIS countries but is mainly based on Russian legal code which falls behind in many ways.  

In the end of the meeting of the Expert Board participants drafted preliminary agenda for the next meeting and one of the points will be contribution of the Regional Commonwealth on Communication to the work of CIS Interparliamentary Assembly. Besides Institute of the Information Society was instructed to prepare analytical report on participation of CIS countries in interstate agreements, conventions and treaties in the sphere of information society development.

The next regular meeting of the Expert Board of the CIS Interparliamentary Assembly will be held in the end of September in St. Petersburg.
