Strategy for Information Society Development in Russia
IIS will act as the organizer of International Conference "Creative Commons Licenses and the Modernization of Russia: New Opportunities for the Information Society Development"

On 17 May 2010 the International Conference "Creative Commons Licenses and the Modernization of Russia: New Opportunities for the Information Society Development" will be held at the premises of the Institute of Contemporary Development (7, Delegatskaya Str.). This event is co-organized by the Institute of the Information Society (IIS), Creative Commons, Institute of Contemporary Development and Lomonosov Moscow State University and will be held under the auspices of the Council for the Development of the Information Society at the President of the Russian Federation.

The purpose of the Conference is to create a platform for discussion of the introduction and use of the Creative Commons (CC) Licenses suite in Russia.Through its free copyright licenses, CC offers authors, artists, scientists, and educators the choice of a flexible range of protections and freedoms that build upon the ‘all rights reserved’ concept of traditional copyright to enable a voluntary ‘some rights reserved’ approach. As of January 2010, there are an estimated 350 million CC-licensed works worldwide.

Lawrence Lessig, Professor of Law at Harvard Law School and co-founder of Creative Commons will give a key-note address.

Main objectives of the Conference are:

  • To raise awareness of decision-makers, representatives of creative, scientific, educational and internet communities on the use of CC Licenses and to present international best practices in this field
  • To attract attention of the public on the introduction of the CC Licenses in the Russian Federation (at the conference the www.creativecommons.ru portal will be launched)
  • To feed the discussion between potential stakeholders of the CC Licenses on the necessity of the use of the licenses in the context of the modernization of the Russian Federation and the socio economical development of the information society
  • To discuss legal issues related to the porting (adaptation) of the Creative Commons license suite to the Russian Federation jurisdiction and to elaborate on corresponding recommendations.

     

The following participants are invited to the Conference:

  • Representatives of the Government and federal authorities (Administration of the President of the Russian Federation, Ministry of Telecom and Mass Communications of the Russian Federation, Ministry of Culture of the Russian Federation etc.)
  • Representatives of the legislative assembly – State Duma of Federal Assembly of the Russian Federation
  • Lawyers, experts in the field of private law, intellectual property law and copyright
  • Representatives of business sector (internet-providers, content-providers etc.);
  • Authors (writers, photographers, artists, musicians, authors of audio-visual content, journalists etc.)
  • Representatives of scientific and educational community
  • Representatives of cultural institutions (museums, libraries etc.).

Within the framework of the Conference two parallel thematic sessions will be organized: "Legal aspects of Creative Commons Licenses in the Russian Federation" and "Advantages and risks of Creative Commons Licenses introduction in the Russian Federation".

Section 1 will be devoted to the legal aspects related to the porting of the Creative Commons license suite to the Russian Federation jurisdiction. Existing barriers and obstacles in Part IV of Civil Code of the Russian Federation (which deals with intellectual property protection and copyright) will be discussed as well as the proposed recommendations by legal experts to alleviate these of legal obstacles.

Section 2 will unite representatives of federal authorities, creative, scientific, educational and internet communities and will allow them to present their points of view (pros and cons) on introduction of the Creative Commons Licenses in the Russian Federation, to discuss the possible impact of the use of such licenses on the modernization of the Russian Federation and to the development of the information society, as well as the social and economic impact.

  • The program of the Conference is being developed and will be announced in the coming weeks
  • The maximum number of participants in this conference is 100 persons
  • The conference is an ‘INVITATION ONLY’ event
  • Working language of the Conference will be Russian
  • Simultaneous interpretation to English will be provided throughout the event
