Russia has "ascended" in the UN E-Government Rating
The
United Nations Department of Economic and Social Affairs (UNDESA) published updated rating of the
countries e-government readiness (Global e-Government Survey 2010). It provides
with data on the status of e-government development in 192 countries. The
Russian Federation is set on the 59th position, which is only one position
better than in the previous rating of the year 2008.
Index
of each country e-readiness is comprised of three sub-indexes: index of human
potential development, index of ICT-infrastructure condition and index of
online public services (web-presence). Each of the sub-indexes experienced changes
in the past year. Thus, based on the index of human potential development Russia
descended from the 27th to the 39th position, based on the index of
ICT-infrastructure condition – descended from the 62nd to 63d position, and
based on the index of online public services ascended from the 93d to the 68th position.
The
first five leaders of the UN rating same as before include leading countries of
South-East Asia, Western Europe and North America: Korea, USA, Canada, Great Britain, and
Netherlands. Among CIS countries better positions than Russia are occupied by Kazakhstan
(46th position) and Ukraine (56th position).
