International Videoseminar on "Exploring the Results of Governmental Open Source Software Policies" took place with the assistance of IIS
On December 17, 2009 the World Bank hosted
the international videoseminar "Exploring the Results of Governmental Open
Source Software Policies" organized by the Global Information and
Communication Technologies Department (GICT) of the World Bank and the ECSPE
e-Government Practice Group (e-Gov PG) of the World Bank in collaboration with the Expert Advisory
Group of the Council under the President of Russia on Information Society
Development, Institute of the Information Society, Institute of Contemporary
Development and Russian Association of Open Software.
The subject of the seminar was
discussion of experience of countries which most logically pursue open source
software policy (OSS) in public administering.
Videoseminar "Exploring the
Results of Governmental Open Source Software Policies" was comprised of
two sessions: local (Russian) and global (international).
Local session which was held at
Moscow office of the World Bank was devoted to discussion of use of solutions
based on OSS in e-government projects and its impact on increasing
transparency, security, interoperability and decreasing corruption.
Representatives of federal
departments and public authorities of Russian regions, members of the Expert
Advisory Group of the Council under the President of Russia on Information
Society Development, representatives of leading IT-Companies, academic and
business communities took part in the event.
The program of the Russian part of the
Seminar was opened by Yuri Hohlov, Chairman of the Institute of the Information
Society Board of Directors and Deputy Head of the Expert Advisory Group of the Council
under the President of Russia on Information Society Development. In his opening
speech he specified key points of the discussion and relevance of the subject.
Reports were also made by Tatiana Vorobyeva
(IT Academy), Dmitry Komissarov (PingWin Software), Alexey Novodvorskiy (ALT
LINUX) and Alexander Boychenko (MESI).
Based on discussions during the local
session Russian experts formulated short conclusions on public policy and its
implementation in Russia in relation to use of OSS which were presented to the
global audience during the second part of the seminar.
Videoconference of the global
session of the seminar connected Russian audience with the World Bank in
Washington and specialists from other countries.
Global session was devoted to
discussion of Brazilian experience in development and implementation of state
strategy on open software use in public sector, the key component of the
strategy was creation of Brazilian State Portal of Software (Portal do Software
Público Brasileiro). Eduardo Santos, project manager of the Ministry of
Planning of Brazil, made a report on this subject.
