Institute of Contemporary Development (ICD) together with Institute of the Information Society (IIS) prepared report on "E-Government Development in the Russian Federation and Federal Government Readiness to Deliver Public Service via the Internet".
This report is an attempt to evaluate the current readiness of federal ministries and authorities to e-government, to compare them with each other in terms of Internet use efficiency in organization of interactions with the end user of public services.
Russia’s readiness for e-government implementation was evaluated by experts using one of the most reputable UN ratings, based on 3 indexes – index of public web-sites development, index of national telecommunication infrastructure development and index of human capital development.
The main conclusion of the report is that the current situation in Russia hereto related with e-government development at departmental level may be characterized as critical.
According to experts, current situation in many ways is a result of lack till present of legislative normative acts providing for realization of decisions made at presidential and governmental levels and aimed at regulation of issues dealing with e-services.
Besides till present a united architecture of e-government, which must officially fix structure of e-government in Russia and set of used handbooks, policies, standards and technical solutions, has not been developed and approved. |
