Strategy for Information Society Development in Russia
IIS will develop an Electronic Government Office standard program in the context of a transition to providing public services in the electronic form

IIS takes part in the research work aimed at developing an Electronic Government Office standard in accordance with goals set by the Strategy of Information Society Development in RF, orders of the President of RF following the results of the meeting of State Council’s presidium on July 17, 2008 and the Concept of E-Government development in Russia by 2010.  

While studying processes of transfer of departments to providing public services in electronic form, the Institute will analyze the normative basis, rules of providing public services by government departments and executing public functions, and will make a description of those processes based on results. It is also supposed to use the results of the previous years’ work, which was conducted within the framework of the federal target program “E-Russia (2002-2010)”.

The draft standard program will also rely on best home and international experience and will be oriented on the use of services provided by the All-Russian   State   Information   Center.

Besides IIS plans to work out methodological recommendations which will enable a particular department to execute adaptation of the standard program of modern ICT implementation.  

Principles of definition of priority goals and trends in activities subject to automatization in each group of public functions and public services will also be observed.

Amongst the desirable results of the project’s realization are the following: providing automated public services, increasing efficiency and transparence of public resources management processes, reducing the wait-time for the services.
