Federal Agency on Information Technologies conducted an open competition in 2008 within the framework of events of the federal target program “E-Russia (2002-2010)” in the sphere of information society development at federal and regional levels through developing and realization of system of indices characterizing development of the information society in RF and tools and methodical recommendations on initial data collection.

The winner of the competition is the Institute of the Information Society which has considerable experience in country’s and regions’ e-readiness assessment. In the course of forthcoming works institute’s specialists will conduct analysis of domestic and foreign experience and international standards in information society development monitoring, and also will work out the main definitions of the subject field. Besides, a system of indices characterizing the main trends and factors of information society development at federal and regional levels and algorithms of their calculations will be developed. The method and toolkit for collecting initial data necessary for indices’ calculation will be worked out.

At the finishing stage of the work IIS will conduct approbation of the developed method and toolkit according to the 2007 data and will forecast values of key indices of information society development from year to year till 2015 inclusive.
