With a view to necessity to further implement public policy of ICT development and use in Moscow the city target program "E-Moscow (2009-2011)" was approved by resolution of the Moscow Government dated 5 August 2008 #709-PP.

The initial version of the program was drafted by IIS at request of the Moscow City Department of Informatization in 2006 based on analysis of the experience of city target program "E-Moscow (2003-2007)" realization.

Appearance of the new program adumbrates transition from extensive to intensive phase in the e-development of the city, where the forefront belongs to complex issues of ICT use in providing public services and  efficiency of public administration, quality improvement and availability of services provided in social sphere, agriculture and security.
