The publication is in fact an analytical report devoted to comparative analysis of factors of electronic development of Russian regions (public management, infocommunication infrastructure, human resources, economic environment), analysis of key factors of ICT use (public administration, education, public health service, culture).

Analysis of ICT development and use in Russian regions was conducted by means of system of indicators which are recommended by lead international organizations, statistics and analytical agencies (in particular by the World summit on information society, International Telecommunications Union, Organization for Economic Cooperation and Development, Eurostat and so on), it provided for carrying out international comparisons and analyzing problems of e-development in Russian regions on the back of global trends of development of information society.

Edition is meant for experts and managers in the field of working out strategies and policies of the information society development and creation and use of infocommunication technologies in different spheres of people’s activities - public administration, business, education, culture and so on.

The report is prepared at request of the Ministry of Information Technologies and Communications of RF.
