On July 17, 2008 the decree of the Cabinet of Ministers of the Republic of Tatarstan approved the republican target program "Development and Use of ICT in the Tatarstan Republic" ("E-Tatarstan" 2008-2010).

The program was passed in order to improve quality of life of the Tatarstan population by means of wide-scale use of ICT, to increase the e-governance efficiency at the republican and municipal levels, as well as the availability and quality of public services for citizens and organizations, and also openness of public authorities based on ICT use.

The program was developed completely in accordance with the Standard Program of ICT Development and Use of in the Subjects of RF, approved by RF Government on 3 July 2007.
