Strategy for Information Society Development in Russia
IIS representative appeared in a broadcast of the Voice of Russia radio station

On April 9, 2008 Yuri Hohlov, Chairman of the IIS Board of Directors, and Vladimir Gorzhaltsan, Deputy Director of Russian Association of Electronic Communications, took part in a broadcast "Network Patrol" of the "Voice of Russia" radio station. The broadcast was guided by Anton Kalinin.

While answering the question about the level of adequacy in the internet governance in Russia in the context of modern reality Yuri Hohlov reported: "In a general sense Internet is the key root infrastructure of the modern access to information. What is the difference of Internet as a global communication network from any other infocommunication technology? A set of special protocols which were created in 60-s is used. What is meant here is Internet protocol and TCP/IP governance. When we speak about governance from the technological point of view it is referred firstly to networks which are based on those protocols. When we speak about Internet governance we are referring to data transferê networks governance. Internet is an access infrastructure, access to any given information. How is this information organized, how to work with this information? - Both in Russia and abroad two concepts are often mingled: Internet and Global Network (or World Wide Web). Global Network is content – that of sites and blogs, as well as subjects of intellectual property and many other things. Internet is an issue of access, addressing, domain names and data transfer, and this should be the subject of governance".

Yuri Hohlov cited the latest data of researches made by sociological services, which sounded during the past RIF-2008: during 2007 quantity of active Internet users in Russia has practically not grown, RuNet suffered a period of stagnation.

Participants of the broadcast commented upon the speech of the President-Elect Dmitry Medvedev, who encouraged to "keep up legality in Internet" and advised the state "to hold a calm and loyal position". Yuri Hohlov called out not to separate ethics and virtual morality from everyday morality. "Both in real life and in virtual one should behave worthily!" -  he said.

Vladimir Gorzhaltsan emphasized that three players on Internet - public, business and the State - must solve occurring problems, including those in Internet, on equal terms and together.

To Anton Kalinin’s question, which way the Internet governance should choose in Russia, Yuri Hohlov answered that Russia must use present extensive international practice and international recommendations, which were taken as a basis for recently developed draft model law on Internet for CIS.
