On January 31, 2008 the recording of the broadcast devoted to the discussion of the Internet legal regulation problem took place at the radio station "Svoboda". Yuri Hramov, IIS Expert, took part in the recording.

Participants discussed problems and perspectives of the legal regulation of the Internet, including the necessity of acceptance of proper legislative acts in Russia.

The lawyers who participated in the discussion unanimously acknowledged the necessity of legal regulation bringing in all interested parties: the State, Internet service providers and network users. Opinions sounded that the State must not only regulate a number of issues connected with the Internet use but also provide access to Internet services to some social groups.

Experts concluded that at present, after preparing the draft model law which was discussed on January 29^th, 2008 at the Council of the Federation, Russia made the first step towards the legal regulation of the Internet. Current situation allows Russia to become an actual leader and legislator in this field - at least for CIS countries.
