On January 29, 2008 consideration of the draft model law "On Internet" developed by the Russian Association of Electronic Communications (RAEC) and the Institute of Information Society took place at the session of the Council of the Federation Commission for Information Policy. RAEC deputy director Vladimir Gorzhaltsan and IIS expert Yuri Hramov acted as reporters on the draft law.

"Russian legislation does not know such concepts as "web site" and "Internet", now they are registered in the model law," - emphasized the chairperson of the Council of the Federation Commission for Information Policy Ludmila Narusova.

Lawmakers thanked reporters and authors of the draft model law for the work performed, its results were acknowledged as very important for Russian legislation development. In order to speed-up the acceptance of standards, which are noted in the model law, Russian authorities considered it necessary to formalize those regulations in the form of amendments to the acting legislation.
