Yuri Hohlov, while answering the journalist’s questions, fixed on key IIS projects, which push ahead the Concept of Regional Informatization in Russia. The matter concerns a Reference ICT4D Program for a Russian Region worked out by the Institute, organizational and methodical support of the activities of the Council on Regional Informatization at the Ministry of Information Technologies and Communications of RF.

A contest between regions on realization of a reference program of standard solutions for e-government was organized with immediate participation of IIS. More than 100 applications were submitted to the contest, 18 pilot regions where standard solutions will be implemented by 2008 were chosen.

Yuri Hohlov emphasized that the Reference Program developed by the Institute of the Information Society is not only a program for e-government. This is a program of e-development of a region as a whole: e-government, e-learning, e-health, e-culture and other socially important e-applications. By this "e-" we understand, lets talk about culture, not only management of culture, but ICT use in the cultural sphere: presence of Russian cultural institutions and heritage in the internet, and providing network services for users in Russia and all over the world.
