On July 3, 2007 Chairman of RF Government Mikhail Fradkov approved the Standard Program for ICT Development and Implementation in Subjects of the RF (text in Russian).

This program was developed by IIS in 2006 under request of the Federal Agency on Information Technologies within the framework of R&D “Drafting Recommendations on Implementing the Concept of Regional Informatization and Organization of Competition of Pilot Regions where Standard Solutions in the sphere of ICT will be Tested within the framework of Federal Target Program "E-Russia (2002-2010)".

The draft program was sent out to subjects of the federation for coordination and published on 24 April 2007 for public discussion on the official inforegion web site.The discussion lasted till 15 May 2007.

Based on results of the discussion the draft program was submitted for consideration to the RF Government. By decree of 03.07.2007 № 871-p the Standard Program for ICT Development and Implementation in Subjects of the RF was brought into effect and recommended for use in the regions for working out programs for ICT development and use.
