Videoconference, which gathered experts from Germany, Brazil, Kazakhstan and Russia (Astrakhan, Volgograd, Moscow, Omsk, Salekhard, St. Petersburg, and Ulyanovsk), was held on June 21, 2007 in the World Bank Moscow Representative Office.
The event was conducted in the context of international EU project "Institutional Reform of the Public Sector".
The "one window" principle is the basis of public administration oriented on citizens. Each government ought to provide citizens with freedom of choosing channels for cooperation based on "one window" principle and according to their preferences and opportunities. For example, a number of countries successfully use such channels as multifunctional centers of public services, automated kiosks, phone services centers, mobile portals ("mobile government"), TV-portals ("T-government").
This videoconference allowed Russian experts to get acquainted with best practices of creating multifunctional centers providing governmental services as one of the most perspective channel of interaction between state and its citizens based on "one window" principle. That was very useful taking into consideration that development of such centers has already been started in several Russian regions in the context of realization of the administrative reform. During the videoconference the key factors of success, lessons derived from experience and typical difficulties were analyzed. Examples were borrowed from experience of such countries as Brazil, Great Britain, Germany and Canada.
Videoconference was organized for public servants and other interested parties from many Russian cities enjoying the support of the Ministry of Economic Development and Trade of the Russian Federation, the Partnership Program of the European Union and Russia with the assistance of Global Development Learning Network
