Strategy for Information Society Development in Russia
IIS representative participated in the Sixth Interregional Conference "Information Technologies and Solutions for "E-Russia", which was held in the context of the International IT Forum in Khanty-Mansiysk

The IT Forum was held under the aegis of several international organizations: Russian Commission for UNESCO, International Nongovernmental Organization "Northern Forum Association" and International ECDL Fund ("European Computer Rights").

The organizers of the IT Forum were Government of Khanty-Mansi Autonomous Area - Yugra, Administration of Yugra Governor and Committee on Information Resources of the Administration of Yugra Governor.

The conferences "Information Technologies and Solutions for "E-Russia" have been held in Khanty-Mansiysk since 2000. In 2007, more than 500 ICT specialists, both domestic and foreign, took part in the event. Vice-Chairman of Yugra Government Sergey Kuchin conveyed greetings from Khanty-Mansi Autonomous Area - Yugra Governor- Alexander Filipenko. "Currently the conference stepped beyond the scope of Yugra and even Russia and acquired an international status for sure. Those results, which are evident to everybody, are the sum total of ten-years’ laborious work, which will go on further", Mr. Kuchin said.

Chairman of the Committee on Information Resources of the Administration of Yugra Governor Natalya Maslova made a report on condition and prospects of Yugra informatization, paying special attention to organizational and legal problems, which put obstacles in the way of future work. Ms. Maslova reported that the new informatization strategy is being developed in the region instead of that of 1996. "A unified infrastructure of e-government is being successfully developed in the Area, tasks of integration of local government networks at all levels, as well as those of business, media, educational institutions, and public organizations are being solved. Drastic growth of information resources’ volume has become evident: in many parameters we have redoubled indexes of the "E-Yugra regional program". In this context the importance of organizational-legal supplying of informatization process is constantly increasing. In order to proceed to rendering ful-functional e-government services we need appropriate laws", mentioned Natalya Maslova in her speech.

The representative of the European Commission Pierre Dybman mentioned the necessity of taking into account the European experience in the sphere of informatization. "Developing services of government administrations in Russia it is necessary to avoid mistakes made by European countries, first of all - top expectations, which generate unjustified disappointments. We are facing the same difficulties in EC as you and are always eager to share experience in solving mentioned problems", said Mr. Dybman.

Vladimir Golobokov, Deputy Chief of the Federal Agency on Information Technologies, also took part in the plenary session and examined problems of electronic document exchange. He dwelled on the "third empowered party" technology developed by the Federal Agency, which allows to integrate local systems of ministries and departments and solve the problem of electronic digital signature.

Besides, during the plenary session reports were made by representatives of the civil society: Evgeny Kuzmin, Chairman of the Russian Commission for UNESCO Information for All Programme, and Yuri Hohlov, Chairman of IIS Board of Directors. The issue of the report of Dr. Hohlov was "Standard Program for ICT Development and Use in Regions of RF". Reports were also made by foreign experts - Karel Vavrushka, Director on Business Development of Hewlett-Packard Russia, and Carlos Hernandez Medina (Ereda company, Madrid, Spain), and leading home specialists in the sphere of informatization.
