During the event, which took place in the Ministry of Information Technologies and Communications of RF, uncovered problems of software use for state and municipal needs were considered and ways of their elimination were outlined.
On March, 28, 2007 a meeting of a working group on free software use in Russia took place in the Ministry of Information Technologies and Communications of RF. I. Zakharov, Deputy Chief of the Section on Innovation Activities of the Department of ICT Policy of the Ministry of IT and Communications, made a report on Possible Schemes of Obtaining and Managing Rights for Software Developed for State and Municipal Needs.
The report revealed main problems in the context of software use: lack of effective system of software evaluation and division between customer and executor, impossibility for a customer to work out quality presets and to evaluate competitive documentation taking into consideration the required expert examination of existing author’s rights, etc.
The mechanism of reaching decisions for mentioned problems was outlined in the context of the Concept of Regional Informatization approved by the order of the Government of RF on 17.07.2006 ¹1024-ð.
