IIS representatives participated in video-seminar "The E-Government Portal as a Tool for Administrative Reform: Lessons from International Experience"

Government is a comprehensive approach to leveraging Information and Communication Technologies for public sector effectiveness and improved customer service. This is a powerful tool for administrative reform, priority national projects and anti-corruption, which enables better governance: more client-oriented, transparent, accountable, effective, efficient, and empowering government. E-Government is a relatively new concept, which emerged only 10 years ago as a result of rethinking public sector management in the Internet age and has since evolved to offer a comprehensive philosophy of digitally enabled government.

Electronic Russia Program (2002-2010) is the key mechanism for catalyzing e-government in Russia. Its new edition approved in August 2006 emphasized one-stop portals of electronic services as essential elements of the Program. Piloting of the federal e-government services portal is one of the key priorities for e-Russia in 2007.

On 15 March, 2007 the World Bank Moscow Office hosted video-seminar "The E-Government Portal as a Tool for Administrative Reform: Lessons from International Experience" organized in collaboration with Ministry of Economic Development and Trade of the Russian Federation and Global Distance Learning Network in the context of implementation of e-Government component under TACIS PSIR Project to facilitate discussion of international best practices and lessons learned in the area of developing national e-government portals. It will focus on the experience of UK, Estonia, Belgium and USA.

A number of representatives of Russian federal and regional government bodies, Russian and foreign non-commercial organizations and private companies, and international donor organizations were invited to join the seminar as invited experts. The following IIS representatives were among them:
