Strategy for Information Society Development in Russia
Institute of the Information Society will develop the city target program e-Moscow" until the year 2010

Open competition for development of the project of city target program (CTP) “e-Moscow (2008-2010)” was announced on 18 August 2006. This project is planned in connection with the completion in 2007 of e-Moscow program adopted by the order of the Moscow government of 13 May 2003 N367-PP and the Moscow Law “On City Target Program “e-Moscow" of 9 July 2003 N47. It is also associated with the necessity to proceed with the governmental policy in the sphere of information and communication technologies development and use through the mechanism of the city target program.

Development of the first stage of CTP e-Moscow (2003-2007) was carried out by the Institute of the Information Society against the order of the Moscow Department of Economic Policy and Development (MDEP&R) in 2002 on the basis of the Concept of Moscow's Transition to the Information Society. The Concept was approved by the order of the Moscow Mayor of 20 July 2001 N715-PM, and developed by IIS against the order of MDEP&R.

Institute of the Information Society was announced the winner of the open competition of 2006. In 2004 IIS was awarded the Letter of Award by the Moscow City Duma (Council) for development of the above Concept and the first stage of CTP “e-Moscow".

According to the Moscow legislation and other regulatory acts, development of the city target program should begin with the analysis and identification of problems to be resolved using target program methods. Analysis of the current state of affairs and problems in the sphere of Moscow informatization will be carried out on the basis of the results of monitoring Moscow's transition to the Information Society and will cover the following problems of Moscow's e-development:

  • Imperfection of public e-services
  • Lack of coordination of works on the city informatization
  • Digital divide in the social and business spheres
  • Digital divide between government and main activity in social sphere
  • Low level of ICT integration in the professional activity
  • Low level of computer literacy among the population, or special training to use ICT
  • Public access centers are still not resolving the task of involving wide circles of Muscovites in using e-services.

Analysis will also cover:

  • Political aims and priorities of Moscow in the sphere of e-development reflected in official strategic, conceptual and program documentation
  • The course, problems and results of CTP “e-Moscow" implementation in 2003-2007
  • Moscow legal and regulatory basis on governing ICT development, drafting proposals on its amendment in accordance with changes in federal legislation and practical needs of the citizens and municipal organizations
  • Foreign experience in the sphere of development and implementation of regional e-development problems, including experience of implementing the e-government concept.

On the basis of the above analysis IIS will support development of the draft concept of CTP “e-Moscow (years 2008-2010)" and Project of CTP “e-Moscow (years 2008-2010)".

Governmental customer of the works is the Moscow Informatization Department. Development of the second stage of CTP “e-Moscow" will be completed by the end of Q2 2007.
