Strategy for Information Society Development in Russia
Concept of regional informatization until 2010 was approved by the Government of the Russian Federation

Government of the Russian Federation issued order of 17 July 2006 N 1024-p approving the Concept of Regional Informatization until the year 2010 (text in Russian only). The concept defines priorities, principles and directions of implementing the integrated governmental policy in the sphere of regional informatization in accordance with the objectives to improve governmental administration and to enhance socio-economic development of the Russian regions.

The concept provides for the following:

  • Creating a complex of governmental and municipal information systems supporting activity of governmental authorities in the subjects of the Russian Federation, and local authorities on the basis of integrated information infrastructure of the region;
  • Integrating information infrastructure of the region with information infrastructure on the federal level;
  • Implementing a series of actions aimed at supporting management of regional administration, including:
    • improving its legislative and regulatory basis,
    • developing standards,
    • creating standard solutions in the sphere of regional informatization and certifying them,
    • developing regional e-programs and projects,
    • establishing the council on regional informatization and corresponding managerial bodies,
    • providing monitoring, as well as organizing financial support and co-support to the regional e-programs and projects.
