In July 2006 the fifth specialized edition of federal reference book "Information Technologies and Communications in the Russian Federation. 2005-2006" was issued. Its main audience is directors and officials in federal authorities, domestic and foreign companies, as well as wide circles of specialists in the sphere of ICT and communications. The reference book was initiated by the Accounting Chamber of the RF, Central Election Commission of the RF, Office of the State Duma (Parliament) of the RF, Ministry of Economic Development and Trade of the RF, and State Statistics Committee of the RF.

The reference book reviews the main dimensions and principles of governmental policy development in the sphere of information technologies and communications and analyses outcomes of the industry in 2005. It contains orders by the Government of the RF necessary for implementation of the Federal law "On communications". Separate section of the reference book is dedicated to materials on outlooks of infocommunication technologies development, ICT development in regions, improving satellite and land-based telecommunications systems, development of scientific resources, and personnel training.

The articles are written by directors and leading specialists of the Ministry of Information Technologies and Communications of the RF, federal agencies and services, research institutes, as well as enterprises and organizations in the sphere.

Sergei Shaposhnik, Head of Directorate on Information Society Development Monitoring, IIS, presented an article "Competition Best region in the sphere of ICT-2005" in the reference book. Let us remind you, that since 2002 the permanent organizer of the competition Best Region in the sphere of ICT" is RBC Center LLC in cooperation with the Institute of the Information Society.
